The animation on the front page of davecounts.com is 12 frames, each with an ActionScript instruction to go to a random frame.

I saved that as a movie clip and then placed two more instances of the same clip on the main movie timeline.  In a new layer above the original movie clip is a clip at 50% opacity (set in the properties panel) and a 5 pixel blur applied in the x coordinate box of the filter panel.  I didn't apply a blur in the y direction because the action is mostly horizontal.

In a new layer below the original clip, I squished a copy of the clip with a blur (filter panel), diminished opacity and color values of zero (properties panel).

I hope to build on this animation and add a lot more features as time permits.
